How to convert images to PDF

Forms and portals often want one PDF, not five photos. Teachers want homework as a single file. Landlords want the signed pages together. Making a PDF from images is a one-minute job in the browser, with no app, and this guide covers the details that trip people up: page order, paper size, and file size.
Step 1: gather and order the images
Collect the photos in your gallery or Downloads first. Photograph documents straight on, in daylight, filling the frame; the PDF is only as good as the photos. HEIC photos from an iPhone are fine; the tool converts them on the way.
Step 2: make the PDF
- Open Image to PDF and drop all the images at once, or tap to choose them.
- Reorder with the arrows so page one is first. Each image becomes one page.
- Choose the paper size: A4 for most of the world, Letter for the United States, or Fit to image to keep each photo's own proportions.
- Press Make PDF and download. The file is built on your device; nothing is uploaded.
Step 3: check the file size
Images are placed at about 300 dpi, so ten phone photos usually make a 3 to 6 MB PDF. That is fine for most uploads but too large for a 200 KB form field. Two ways to shrink it: run the photos through the image compressor first at 200 to 500 KB each, or compress the finished PDF with Target size. The 200 KB PDF page opens with the limit set.
Scans versus photos
A photo of a page has a grey background, shadows and perspective. For a cleaner result, use your phone's built-in document mode (Google Drive scan on Android, Notes or Files on iPhone), which straightens and whitens the page, and then make the PDF from those images. The result is smaller and more legible.
Common questions on phones
On Android the PDF lands in Downloads; on iPhone it opens in the browser and you tap Share, then Save to Files. Both can then be attached in e-mail or WhatsApp as a document, which keeps the file unchanged.
Questions
How many images can I put in one PDF?
Up to 100. Large batches take a few seconds on a phone because every page is built locally.
Can I convert HEIC photos to PDF?
Yes. HEIC from an iPhone is decoded on your device and placed on the page like any JPG.
Will the PDF text be searchable?
No. Images become pages, not text. For searchable text, run the image through Image to text first and paste the result into a document.
How do I make the PDF smaller?
Compress the images to 200 to 500 KB each before making the PDF, or compress the finished PDF with Target size on the Compress PDF page.
